释义	超过申请强制执行期限而提出强制执行的，法院通常对申请人的申请应该直接立案执行。对于申请人的申请，法院不能主动适用时效，也不能对被执行人进行说明也即释明。法律依据：《中华人民共和国民事诉讼法》第二百二十四条发生法律效力的民事判决、裁定，以及刑事判决、裁定中的财产部分，由第一审人民法院或者与第一审人民法院同级的被执行的财产所在地人民法院执行。法律规定由人民法院执行的其他法律文书，由被执行人住所地或者被执行的财产所在地人民法院执行。
