释义	不可以。如报案人因故无法行动的(如因病住院),可委托他人代为先行报案,由警方安排人员上门为报案人制作笔录。如报案人无特殊原因不到场,或由他人代为报案的,不予受理。法律依据：《中华人民共和国刑事诉讼法》第八十四条对于有下列情形的人，任何公民都可以立即扭送公安机关、人民检察院或者人民法院处理：（一）正在实行犯罪或者在犯罪后即时被发觉的；（二）通缉在案的；（三）越狱逃跑的；（四）正在被追捕的。
