法律分析：
国家烟草专卖局规定乘坐交通工具带国产烟最多10条，带进口烟最多5条，两者都带最多不超过10条，其中进口烟不超过5条如果有特殊需要携带多于以上规定的要有县以上烟草专卖局出具证明才行。
法律依据：
《中华人民共和国烟草专卖法》 第二十三条 现就规范异地携带卷烟管理和烟草专卖品个人携带证(以下简称“携带证”)使用的有关事项通知如下。
1、个人乘坐车、船、飞机等交通工具，跨地(市)携带卷烟的最高限量为每人次1万支(50条)。个人在最高限量以内携带卷烟，不需办理携带证明。
2、卷烟工商企业的公务人员跨地(市)携带业务用烟，超过个人携带卷烟最高限量的，必须向烟草专卖局申请办理携带证。卷烟工商企业的公务人员跨地(市)携带业务用烟的数量每人次不得超过5万支(250条)。
3、携带证由携带起始地的地(市)级烟草专卖局或地(市)级以上烟草专卖局签发。卷烟工业企业所在地的县级烟草专卖局，可以根据上一级烟草专卖局的委托签发携带证。有权签发携带证的烟草专卖局，不得将携带证交由辖区内的卷烟工商企业直接开具。
