释义	法律分析：新房不动产转移登记指房屋因买卖、赠与、交换、继承、划拨、分制等原因导致权属需要作出转移工作时，需要向房屋登记机构进行登记。将由专职部门把有关不动产物权及其变动事项记载于不动产登记簿的事实。本质上为产生司法效果的事实行为而非登记机关的行政管理行为。法律依据：《中华人民共和国土地管理法实施条例》第六条依法改变土地所有权、使用权的，因依法转让地上建筑物、构筑物等附着物导致土地使用权转移的，必须向土地所在地的县级以上人民政府土地行政主管部门门提出土地变更登记申请。
