释义	法律分析：房东停电可以报警。房东应当按照租赁合同约定交付租赁物，擅自停电属于违约。但是房东不会构成犯罪，除了执法部门，其他任何人或部门都不能随意对用户停水停电。如果发生擅自停水停电情况，可以投诉或到法院索赔。法律依据：《中华人民共和国民法典》第七百零八条出租人应当按照约定将租赁物交付承租人，并在租赁期限内保持租赁物符合约定的用途。第五百七十七条当事人一方不履行合同义务或者履行合同义务不符合约定的，应当承担继续履行、采取补救措施或者赔偿损失等违约责任。
