释义	法律分析：不是在本省的入境口岸包括航空口岸港口口岸和陆运口岸的入境人员，都属于省外口岸入境人员。法律依据：《中华人民共和国出境入境管理法》第十一条中国公民出境入境，应当向出入境边防检查机关交验本人的护照或者其他旅行证件等出境入境证件，履行规定的手续，经查验准许，方可出境入境。第十六条对因外交、公务事由入境的外国人，签发外交、公务签证；对因身份特殊需要给予礼遇的外国人，签发礼遇签证。外交签证、礼遇签证、公务签证的签发范围和签发办法由外交部。
