释义	法律分析：协议离婚必须双方到场，在民政局登记办理离婚手续。诉讼离婚一般情况下也需要双方当事人到场，但是有证据证明受送达人下落不明，或者没有证据证明受送达人下落不明，但法院已通过直接送达；留置送达、委托送达、邮寄送达等方式都无法将诉讼文书送达受送人的。在满足以上两种条件后，才可以公告送达，才能对离婚缺席判决。法律依据：《中华人民共和国民事诉讼法》第六十二条离婚案件有诉讼代理人的，本人除不能表达意志的以外，仍应出庭，确因特殊情况无法出庭的，必须向人民法院提交书面意见。
