换残疾证一个月左右下来。
如果需要重新变更档级，新证将于一个月内办理完成。残疾人证在资料手续齐全的情况通常在三个月内办理完成。
换新残疾证办理流程：
1、首先要确认持有的残疾证是几代的，目前一代的已经全部过期，现在持有的绝大部分是二代的残疾证，二代残疾证是绿色的本子，有效期是十年，到期不能用了；目前国家在一些城市试点使用了三代的残疾证，类似一张银行卡的类型，三代残疾证功能比较多，而且材质比较好；
2、残疾证到期的残疾等级残疾类别没有变化的，带着二代残疾证到户口所在地的残联重新办理残疾证；
3、如果申请人残疾情况加重了，或者有其他的残疾了，也需要到户口所在地的残联重新办理残疾证，因为需要重新办理残疾证，申请人到乡镇或者街道残联重新填写表格；
4、准备个人4张照片，身份证/户口本的复印件，并且到指定医院做医学鉴定，材料准备齐全到残联办理，残联会将旧证取消，重新发一本新证；
5、残疾人换证的时候，不需要支付任何的费用，旧证换新证的只需要带个人的1寸照片2张，经过医院体检、审核、分级别、确认后，到残联发证机关更换。
综上所述，残疾人证到期的更换需要申请人携带居民身份证、居民户口簿、残疾人证申请表、遗失残疾人证报告、两寸白底照片等材料前往各区街道的残联或者政务服务中心办理，工作人员进行审核办理制证。

《中华人民共和国残疾人证管理办法》第十九条
残疾人证有效期十年，期满可到批准残联免费换领，同时将原残疾人证交回。发证残联在新换领残疾人证的备注栏中注明换发信息，将回收的旧证统一销毁。
第二十一条
残疾人证污损、影响正常使用的，可交回批准残联免费换领。换领残疾人证登记信息与原残疾人证一致。
