《未成年人学校保护规章》是教育部第一次就未成年人保护制定专门规章。就社会关注的热点问题，如学生欺凌、校园性侵害等建立完善了相应专门制度，于2021年9月1日起实施。法律规章，学校学生保护工作应当坚持最有利于未成年人的原则，注重保护和教育相结合，适应学生身心健康发展的规律和特点；关心爱护每个学生，尊重学生权利，听取学生意见。法律依据：《未成年人学校保护规章》第二条 普通中小学、中等职业学校（以下简称学校）对本校未成年人（以下统称学生）在校学习、生活期间合法权益的保护，适用本规章。
