释义	法律分析：需要结合房屋的面积等来具体认定补贴的数额。契税指的是国家在土地、房屋发生权属转移的时候,按照当事人双方签订的合同(契约),以及所确定价格的一定比例，向权属承受人征收的一种税。如果是首套房的话，建筑面积小于90平方米的，按照1%的税率征收契税;大于90平方米的，按照1.5%税率征收契税。法律依据：《中华人民共和国税收征收管理法》第九十条耕地占用税、契税、农业税、牧业税征收管理的具体办法,由国务院另行制定。关税及海关代征税收的征收管理,依照法律、行政法规的有关规定执行。
